Burt Hill State Forest is small on the state-land map, but it gives Howard a very specific outdoor identity. The 403-acre forest sits in the Steuben County hills, and recreation there leans rustic because much of the property is remote and difficult to access.
That remoteness is part of the place. Burt Hill is a woods-and-trail landscape, not a full-service park entrance with a neat menu of amenities. The Finger Lakes Trail and North Country National Scenic Trail provide foot access to the northern part of the property, and the Burt Hill Lean-to gives the forest a named overnight landmark.
For Howard, that says a lot. A small acreage number can hide steep ground, quiet woods, hunting seasons, long-trail culture, and the patience needed to reach a place without much polish.
The forest gives the town a backcountry note rather than a resort note. Howard’s public-land texture includes a trail passing through, a lean-to in the woods, and the kind of terrain people remember because they had to work a little to meet it.
