Queens outdoor dining rules start with DOT's official page
Queens restaurant operators should use DOT's outdoor dining page before relying on old pandemic-era setup assumptions.

Queens outdoor-dining plans are citywide paperwork, but the sidewalk reality is very local. Dining Out NYC is the current New York City program for roadway dining, sidewalk dining, or both. Sidewalk cafes can operate year-round. Roadway cafes run seasonally from April 1 through November 29. Both paths require a NYC DOT license and revocable consent.
Before buying barriers, signing a contractor, or reopening a setup from storage, match the address to the eligibility and feasibility rules. The business needs to be a ground-floor food service establishment with street access and a DOHMH food service establishment permit. Then line up the setup guides, site-plan form, clearance rules, insurance, fees, public-hearing steps, and enforcement material.
Queens blocks can be tight around bus stops, hydrants, curb cuts, trees, subway stairs, delivery zones, and pedestrian paths. A setup that feels generous at the front door can still pinch the block. The useful plan is the one that fits the sidewalk and survives DOT review, not the one that looks good in a sketch. A little sorting at home helps. Queens, Outdoor Dining, and Dot should not turn into a wrong-counter trip just because the office names sound similar.
