Jefferson pistol packets have a Records Division window
Jefferson pistol-permit packets go through the Sheriff's Records Division, with submission timing and later processing separated.

Jefferson County’s Records Division has one very practical warning: pistol-permit packets ready for submission may be turned in at the Sheriff’s Office Records Department between 8:00 a.m. and 2:00 p.m. The application fee and fingerprinting are not handled at that first drop-off. The applicant is contacted later for processing and payment after the packet is complete to the investigator’s satisfaction.
That is a real planning detail in the North Country, where a trip to Watertown may not be a quick lunch-break errand. If you are coming from Adams, Clayton, Carthage, Cape Vincent, Theresa, or a farm road outside a village, the time window and two-step process are worth knowing before you drive.
Keep the packet complete, keep the office window in mind, and do not treat the first submission like the final appointment. The timing detail belongs in the calendar right next to work, winter roads, bridge traffic, and school pickup. This is only a route marker, not legal advice. Follow the current Records Division instructions for the actual packet and later appointment.
