A Monroe County food pushcart is not just a cart and a busy corner. County Food Protection work covers permits, plan review for new or remodeled food-service spaces, inspections, complaints, and possible foodborne illness. A small cart still sits inside that larger health lane.
The 2026 pushcart packet makes the checklist very real. It asks for the permit application and fee, proof of workers’ compensation and disability coverage or an approved exemption, a pushcart photo, a menu, certified-food-worker records, and proof of a commissary.
That paperwork can feel fussy until you picture the actual day. A cart may be rolling through Rochester, parked near a festival in Greece, serving lunch in Brighton, or showing up at a canal-side event. The food, cart build, prep location, handwashing setup, and worker responsibility all have to match the plan.
Use the 2026 packet as the checklist. Put the menu, cart photo, commissary proof, insurance papers, food-worker records, and fee in one folder, then submit the application to Monroe County. If the cart will vend in the City of Rochester, also use the City Clerk’s solicitor-license route named in the county application. Choose the selling route after the county health packet and local license steps agree.
