Rockland Multiple Dwellings May Need the County Rental Registry
Rockland County landlords and buyers should know when the Multiple Dwelling Rental Registry certificate applies.

Rockland’s rental rules have a county-level checkpoint that is easy to miss. The County Health Department says the Multiple Dwelling Rental Registry applies to multiple dwellings with three or more rental units and to rooming houses. Those properties must register and obtain a Multiple Dwelling Rental Certificate, and a new certificate is required after a change in ownership. The county also says certificates are non-transferable and that failure to comply can bring daily penalties. This does not mean every small rental house is in the registry. It does mean a buyer, landlord, or property manager should check the MDRR page early when a Rockland building has several units or rooming-house use.
Rockland’s registry note is especially useful at purchase time. A three-or-more-unit rental building or rooming house may need a Multiple Dwelling Rental Certificate, and a change in ownership can require a new certificate because the certificates are non-transferable. Daily penalties make the rule more than a paperwork nicety. For a buyer, broker, or small landlord, the calm step is to identify the unit count and registry status before closing or advertising the building as ready to rent.
