Tioga DMV road tests do not start at the counter
Tioga County DMV separates written-test windows from state-run road-test scheduling and the Academy Street test-day waiting area.

A Tioga County driving errand has two different lanes. Written permit tests happen only when the Owego office is open, with D and M knowledge tests from 9:00 a.m. to 4:00 p.m. and CDL knowledge tests from 9:00 a.m. to 3:00 p.m.
Road tests are different. Scheduling goes through New York State, either online or by calling the Albany road-test number. That is easy to miss because the county office and the road-test meeting spot sit so close together in a person’s mind. On test day, the driver does not need to go into the DMV office. The local instruction is to park in the marked testing area on Academy Street and wait for the examiner.
That is a small detail, but it can calm the morning down. For a teen driver, a parent, a new-to-Owego household, or a CDL applicant, keep the written-test clock, road-test appointment, learner permit, course certificate, and Academy Street waiting spot in one folder. Owego errands go better when the counter visit and the driving test are treated as related but separate plans.
