In St. Lawrence County, the opening trick is naming whose rule you are asking about. The county municipality listing separates the City of Ogdensburg from villages such as Canton, Gouverneur, Massena, Norwood, Potsdam, Rensselaer Falls, Richville, and Waddington, and from towns such as Brasher, Clifton, Colton, De Kalb, Lisbon, Madrid, Oswegatchie, Parishville, Stockholm, and Waddington. That is a lot of possible local calls before you ever reach a dog license, burn question, building form, tax payment, or record request.

Match the address or place to the right municipality, then use that office for the current form, board, clerk, or code contact. The listing is especially helpful where the nearest village name, postal address, and town government can point in different directions. It can also show when the question is not local at all and should move to a county or state office.
