St. Lawrence Transient Merchants Need the County Clerk Route

St. Lawrence County routes transient merchant licensing through the County Clerk and often into village-clerk questions too.

A temporary booth, road-side sale, or traveling sales setup in St. Lawrence County can involve more than finding a good corner. The County Clerk has a transient merchant license route, and it carries more paperwork than a casual seller might expect.

For a transient merchant license, the route includes a completed application and business-registration material tied to the New York State Department of Taxation and Finance. It also includes either a cash deposit of at least $1,000 or a surety bond of at least $1,000 with a surety company licensed in New York.

The bond has another step: County Attorney approval.

There is also a local layer. St. Lawrence County directs transient merchants to the clerk in the village where the business will be set up. That is the clue that Canton, Massena, Gouverneur, Ogdensburg, Potsdam, Norwood, Waddington, and smaller village stops may each have their own practical questions.

For a vendor, the plain order is county clerk, bond or deposit, tax registration record, then village clerk. Keeping that order straight can turn a vague business-license worry into a normal pre-event checklist.
